Many indeed have never known Thee; many too, despising Thy precepts, have rejected Thee. Have mercy on them all, most merciful Jesus, and draw them to Thy Sacred Heart.

About this prayer
By the encyclical Annum Sacrum of 25 May 1899 Leo XIII consecrated the whole human race to the Sacred Heart, and the act was carried out that June in every church of the world. The Pope had been moved to it by Blessed Mary of the Divine Heart Droste zu Vischering, a Good Shepherd religious at Porto, who wrote to him twice to say that our Lord had asked it of her. Consecration and reparation are the two duties this devotion lays upon the faithful, and consecration is the first: it begs no favour but renders what is owed, acknowledging the dominion of Christ over men who are already His by creation and His again by redemption.
The formula was revised by the Sacred Congregation of Rites on 17 October 1925, and it is that Pian text which is given here. Pius XI, establishing the feast of Christ the King by Quas Primas that December, commanded that the consecration be renewed in this form every year upon the new feast, and a rescript of 28 April 1926 directed that the Litany of the Sacred Heart should follow it. The prayer asks the kingship of Christ first over the faithful, then over the prodigal sons who have left Him, over those held fast by error or by discord, over those still sitting in darkness, and over the people that was once chosen; and it ends by begging for the Church her freedom and for the nations the tranquillity of order.
